Seems to me to be from the point of view of an evil spirit or if you will, a demon, but not of the Fall but rather the winter. One who wishes that others weep and are ablaze in the fires of hell leaving its landmarks. Like The City of the Moon "Opeth", this song is full of imagery of a dark landscape lit only by a mournful moon reflected in a lake, much like the one on the Morningrise cover. This evil spirit is a watcher of the skies, but with bad intent unlike the watcher in the Genesis song. This moon has no dark side; as a matter of fact, it's all dark. Only the morning star or mourning star guides this evil wanderer in its quest to make earth a bleak dystopia.
